Fortune 500 engineering and design firm managing an environmental technology program for 15 Asian economies and held positions in Africa, Asia, and the Middle East and with the Office of the Economist at the US Trade and Development Agency (USTDA). He played a key role in launching USTDA's programs in Afghanistan, Pakistan, East Timor, and the Democratic Republic of Congo.


As USTDA’s Director for the Sub-Saharan Africa office in Johannesburg, South Africa, he oversaw USTDA's work in over 20 African countries helping project sponsors to plan for an deploy priority infrastructure projects and innovative public-private partnerships.


He gained experience in grass roots water and sanitation development through a tour with the US Peace Corps in Ghana. Shuster has a BA in Economics and Geography from Clark University and a Masters Degree from the Fletcher School of Law and Diplomacy. He is a native English speaker with proficiency in Spanish as well as French and Akaan Twi language skills.
